Title: Sectoral System of Innovation in China - the Case of Software Sector

Abstract: As many researchers of economics and management pointed out, China is emerging as one of the most important providers of software products and IT services, as well as a large software consuming market. This paper explores the current status and features of the sectoral system of innovation (SSI) of the Chinese software industry. These features could be found by analyzing the software industry in three dimensions, namely: evolution, industrial structure (which including technology, product and market structure), interlinkages between firms. The paper demonstrates that the Chinese software industry is characterized by high shares of application software and related IT services rather than system or middleware software. The structure of the Chinese software industry has inhibited the development of independent software firms. The dependence of Chinese software firms on foreign partners along side this structure hinders innovativeness of Chinese software firms. Furthermore, the problems of the SSI are identified in the paper. Implications for government policy are also discussed.
